Producers now have confirmation on the fees that will be charged in October, calculated based on their household packaging reported for 2024
The final base fees have been released for the first year of Extended Producer Responsibility. The below table shows these confirmed fees alongside the previous set of Illustrative Estimates, released in December 2024.

Under Extended Producer Responsibility, 'Large Producers' (Companies with a turnover of over £2 million who handle over 50 tonnes of packaging annually) will be required to pay these fees per tonne of obligated packaging produced. These costs are charged in addition to PRN cost and registration fees and charges paid to environmental agencies.
For producers who qualify, these latest fees are likely to make up the large majority of the cost for companies handling household packaging, as they are many times larger than average PRN prices.
The costs per tonne have decreased since the last round of estimates was released for all materials except fibre based composites, which have had a small increase, with aluminium dropping by over a third of it's original cost.
These fees will further be modulated in future years, due to the introduction of the Recyclability Assessment Methodology.
