Defra reveal that they will be considering accommodating 'closed loop' recycling systems within the EPR framework.

Defra have today revealed that they are considering accommodating 'closed loop' recycling systems in the EPR framework following feedback.

"the Government is considering a narrow expansion to offsetting provisions to support producers who have developed closed loop recycling systems that meet the environmental aims of extended producer responsibility."

A closed loop recycling system is a system where producers collect their own packaging and recycle it into the same type of packaging. Under current guidance reusable packaging is exempt after it's first use, but only if it is reused in the same format. This change may support those companies who have implemented closed loops but whose packaging cannot be reused.

There will be a survey of stakeholders to help Defra analyse how this might be implemented, the survey can be found here. Defra will also be running a virtual workshop on Monday 20 November which you can register for here.
